Compliance Manager

 Reporting to the Director, Legal and Compliance, the Compliance Manager will support the day-to-day delivery of the Compliance program for a federally and provincially licenced Property & Casualty (P&C) insurance company. This role provides practical regulatory oversight and guidance to the business, supports compliance governance and monitoring activities, and helps ensure the organization meets applicable federal and provincial requirements. What will you do?

• Assist in the creation, roll out and implementation of a compliance management framework for a new P&C insurance company.
• Ongoing support and maintenance of that compliance management framework, including policies, standards, procedures, and internal controls.
• Coordinate and contribute to compliance risk assessments, annual compliance plans, and second line testing/monitoring plans.
• Help prepare compliance reporting (metrics, dashboards, trends) for senior managers and the board of directors.
• Identify opportunities to strengthen documentation, evidence collection, and processes to enhance audit readiness.
• Monitor regulatory developments affecting P&C insurers and support implementation through clear requirements, ownership, timelines, and documentation.
• Support the organization’s readiness for OSFI and other regulatory inquiries, requests, and reviews by coordinating materials and responses in partnership with the Director.
• Assist in interpreting OSFI guidance and translating it into practical actions for business and operational teams.
• Maintain well-organized documentation and evidence trails related to compliance activities and regulatory obligations.
• Provide day-to-day compliance guidance to stakeholders across underwriting, claims, sales, HR, and operations.
• Review business initiatives (e.g., product changes, underwriting/claims process changes, distribution arrangements, customer communications, marketing) for regulatory and compliance risks.
• Support contract and vendor reviews from a compliance perspective (e.g., third-party risk, outsourcing considerations), coordinating with the Director and/or external counsel where needed.
• Draft, update, and socialize compliance policies and procedures (e.g., code of conduct, conflicts of interest, complaints, third-party oversight, privacy).
• Develop and deliver compliance training and awareness materials; track completion and maintain training records.
• Promote a “compliance-by-design” approach through proactive engagement and practical guidance to the first line.
• Execute and/or coordinate compliance monitoring and testing activities (e.g., market conduct, claims/underwriting practices, distribution oversight, advertising review).
• Support the intake, assessment, documentation, and escalation of compliance issues; assist with root cause analysis and corrective action plans.
• Track remediation progress, maintain evidence of closure, and support internal audit activities and compliance attestations as required.
• Participate in cross-functional projects to embed compliance requirements into processes, vendor arrangements, and technology solutions.

 About You:

• University degree in a related field.
• 5–7 years of relevant experience in P&C insurance compliance (Canadian regulatory environment strongly preferred).
• Comprehensive knowledge and understanding of OSFI Guidelines
• Demonstrated experience supporting compliance work involving OSFI (e.g., guidelines/expectations, supervisory interactions, exam readiness).
• Solid working knowledge of compliance program components: regulatory compliance, privacy, third-party risk management, AML, change management, monitoring/testing, issue management, training, and policy governance.
• Comprehensive knowledge of Canadian federal and provincial privacy laws is an asset
• Strong written and verbal communication skills, including the ability to draft policies, procedures, summaries, and executive-ready reporting.
• Practical, solutions-oriented judgment; able to translate regulatory expectations into workable business actions.
• Strong organizational skills and attention to detail; able to manage multiple priorities in a deadline-driven environment.
• Strong business acumen, technical skills, excellent analytical and problem solving skills
• Demonstrates the highest degree of professional ethics, honesty and integrity.
• Licensed to practice law in the province of Ontario is an asset but not essential.
• Bilingual in French and English is an asset but not essential.
